Automatic schema reconciliation after redeploy

Pipelines with automatic schema changes enabled can now reconcile destination schemas after a successful, non-first redeploy. Artie schedules reconciliation only when the pipeline and data plane are not locked, rechecks the setting in the worker, and applies a two-hour per-pipeline cooldown shared with the scheduled job. The existing company setting still controls the behavior.
